Long Wear gel eyeliner is water resistant, but I have worn it in the water before and it's stayed on just fine as long as I don't rub it away. It's a little expensive, but a pot lasts for about a year. If you try this liner, I have found that you need to clean your brush every day. I keep a small travel bottle with about a tablespoon of regular water-based eye makeup remover. I dip the dirty brush in the remover, swish it around and rinse it off, changing the remover in the bottle about once a week.

ETA: Oops sorry nevermind. I thought you were asking about mascara. I don't have problems with my eyeliner running ever and it's not "waterproof". I used Clinique's Quick Eyes. If you give your eyeliner a dusting with eyeshadow it should help it stay in place better.

You have to order it, but I LOOOOOOOOOVE the Kiss Me Eyeliner. I have the world's greasiest eyelids, and EVERYTHING slides off of me, eyeshadow, mascara, eyeliner, and ends up around my nose. But the Kiss Me brand of mascara and eyeliner stay put all all all all all day long.
I use either MAC Powerpoint liners or Laura Mercier Cake liners with Cinema Secrets eyeliner sealer. I've use the MAC liners when I am going for a more natural look - I recently used them on a show I worked on in which the talent spent most of the days in the pool - never had a problem. The cake liners I tend to use more for a glam look or when I work on brides.
