We have a secondary, metal lock on our slider that goes on the track and then a screw tightens against the track, preventing the door from being opened. When we had DD, we moved it to the top track and she can't reach it. I think we got them at Home Depot.
Kermorr, the issue isn't that there needs to be two doors out of a room or floor but two accessible modes of exit. An operable window though not ideal is still a means to exit the building if it is on fire. So if there is a window in the room in addition to the balcony door, then lock it/make that door fixed panels, etc and you wouldnt have a problem because the window is the second mode to get the heck out of there. It's definitely not fun to think about the scenario, but there are good reasons for building code sometimes...

She'd be his wife and make him her husband 5/03Ds1 12/22/09...Ds2 8/31/12
I'm sure if it's DD's room one day she might like to sit out there as a teenager (I would have brooded and written in my journal out there but never dreamed of sneaking out from there, that's for sure!)
This reminded me, when I was 12 we moved into a house that had a rood that was outside my bedroom window -it was flat & I think there must have been intentions to make it a balcony becuase there was a door out of my parents room to it. I would climb out my window onto the roof to layout when I was a teen - it was a nice secluded spot -my parents never used it and my siblings wouldn't bug me when I was out there.

I know that, I guess I just assumed there would be at least one window in addition to the slider. I'm having trouble picturing a room that only has a slider and no window, but I suppose it is possible, only the OP would know.

LOL, well, this house is full of weird surprises! Currently the room has a slider with one fixed window on each side, and some fixed rake windows above (it's a tall (?) room) So, currently no functioning window. But we can change that. And there is an en suite bathroom and there is a small sliding window in there.
