I typically do about $3-4 each for shirts/pants and $5 for dresses unless they are special (holiday) or sought after brand (ie. Tea). For a NWT outfit I don't think $5 is unreasonable.

Right - the shirt has to be really nice/special for me to pay that amount. There could be a NWT Garanimals shirt and I wouldn't pay $4 for that... I could get it at the store for $4. If the shirt was something I really liked/wanted/etc. then maybe. But it would have to be 'the' shirt, KWIM?

That's why I said depending on the brand. I wouldn't even try to resell a Garanimals shirt. I price most of my Carter's things at $2-3 a shirt, shorts for $3-4. Gymboree and Gap stuff I list for a little more depending on condition. I've sold many a Gap or Gymbo dress for $6-7. Carter's dresses I list for $4-5.

I shop a private consignment sale somewhat regular. The going rates seem to be...
NWT: All of these go for about 25-40% of the retail price unless it is a higher end brand which never goes on sale. Those tend to got for 50%.
GUC: Tees, pants, and skirts that are Carters and lower $1-2. No more than 25% of retail though (so Target/Walmart clothes tend to be $.50-$1); Regular dresses and outfits are $4-6. Fancy dresses are $5-10
GUC: Nicer brands (Gymbo, nicer dept store things) are usually $3-5 for shirts and pants.
GUC: Higher end brands (MiniBoden, CrewCuts, etc) are usually overpriced! I would aim for the 25% mark. I saw someone once selling her MiniBoden tees for $10 and I knew I bought mine on sale for $14. I would have shot for $7 (or 25% of the $28 regular price).

I ended up asking the woman and she thinks $2-4/item is a fair price.
