Does anyone know how to do this? Is there a special way to do it? I know you can't just peel it off because there would be a bunch of paper left on the wall right??

Hey I just did this last night! :p You can rip down the border itself. Then spray the paper part underneath with water and scrape it down. Should work. ;)

If the water alone doesn't get off all the paper and glue, mix in some liquid fabric softener... it does the trick!

Spic n Span works fantastic on this sort of thing! DH and I used it to remove the wallpaper border in our guestroom when we bought our house.

If you want something specifically designed for removing wallpaper, try WP Chomp (http://www.acehardware.com/sm-wp-chomp-wallpaper-remover--pi-1817551.html). We used this to remove a border in our half bath and it worked like a charm. Though I wasn't pregnant at the time - not sure if there are warnings with that product or not.

Water and vinegar mixture works well too.

And to add...if you have a hard time the Paper Tiger and Paper Scraper were great tools for me:)
