So we're having a really large, old tree pruned in our backyard. The guys who are working on it need to install a rod into the base to prevent it from twisting and splitting. Our neighbors have refused access to their yard for the workers, even though half the tree hangs over their property. It has been highly suggested that we NEED this rod. We aren't making the neighbors pay for any of this... just for access to their driveway to access the tree.
Other than pleading with the neighbors, what can I do?

I would imagine that the reason your neighbors are refusing access to their yard is that they are worried about liability should the tree damage their property or should the workers get injured on their property. I would ask your arborist to contact their insurance agency and have proof of insurance drawn up showing that the workers will be covered while on the neighbor's property and that the neighbor's property will be covered. Maybe showing them that they won't be held liable will change their minds. Otherwise, I would have the portion of the tree that overhangs into their yard cut off so the workers can do what they need and the neighbor has no say.
