I got to Ocean City, MD every year. We don't stay in a hotel but here's a link to all the hotels in Ocean City. I think you can sort by your preference:

I've driven up and down Coastal Highway so many times if you decide on OC, MD, I can probably tell if the hotel is nice or not.

Check out VA Beach. It's a nice getaway. I haven't been to any others in the VA/DE/MD area.

If you go to Ocean City, MD I'd go any other time than the first week in August. In edition to it being prime "in season" its also the week of the White Marlin Open....and you won't find a hotel room anywhere.
As for Va Beach, I'm not sure of hotels since i'm usually only near the airport but if you pick there you aren't too far from Williamsburg, VA which the whole colonial town. In edition to all the historic things to see they also have an outlet mall AND the indoor waterpark you are looking for. Its call The Great Wolf Lodge. (http://www.greatwolflodge.com/Locations/Williamsburg/) The rooms look expensive but you have to factor in that it also includes your park pass.
Ocean City, NJ is always fun with the boardwalk...Johnson's Popcorn, Mack and Manco's Pizza, ect... Also near there is Wildwood, NJ (near Cape May) which is really cute and has a waterpark on the boardwalk. Atlantic City is also close to there....even if you are interested in the casino's they have the beach and boardwalk and they've really been cleaning the place up a lot.

I just came back from a short (3 1/2 days) girls weekend with a friend of mine in OC, MD. We had a blast. We stayed in the Spinnaker. its right on 18th street and is ocean block and right on the boardwalk. its totally nothing fancy but it was fine for what we wanted. All of their rooms have a kitchenette w/ an "apartment size" refigerator and a small stove/oven. they also had dishes and pots and pans. Here's the link. Have fun!

Linda Loo, DH and I had our babymoon in Virginia Beach. We stayed at the Marriott right on the beach. We got a pretty good rate (can't recall the exact dollar amount) for our room which had a balcony and a jacuzzi and overlooked the beach. It was exactly what we wanted and the drive wasn't bad at all. You can check out other VA Beach hotels on tripadviser.com. Good luck!
