We decided to follow a slightly non-traditional route and have our guests RSVP by phone or email. Part of the reason is that we were unsure if we were going to be moving in the near future, and the other part is that we were hoping to get some cute stories and letters from people via email.
A friend of ours did this for her smaller wedding last year and it seemed to work well. What I didn't anticipate was casual the responses are! Some people are emailing me from email address that we aren't familiar with and saying- "yep- we'll be there!"
Should I just hold off until it gets closer and then start phoning people saying that I am just confirming? Or should I email them back and say "who are you?"

You could maybe reply to the emails and say "We're so glad you can attend our wedding! Please let me know the names of the guests that will be attending" or add something in if you're having entree choices or place cards or something.

That way you'll also know the number of people RSVPing.

We did the exact same thing, but we didnt get any emails like that?!?!?
I agree with tbell, I would reply to the email and ask for the names of those attending!
(And we got SO MANY cute emails, I am saving them and will print them out and make a couple scrapbook pages out of them:))

We went the phone/e-mail route and most ppl e-mailed, but included names. A lot of ppl rsvp'd by word of mouth (via Paul's parents), and we got 3 letters/cards in the mail (one we had to have Paul's mom translate b.c it was in German!)
I don't know why ppl would e-mail without saying who they are, but I would wait until after the rsvp deadline so you can narrow down who it may be and then do confirmations.
