My flower girl was three years old & I had a hard time finding something for her. I finally (and by finally, I mean three days before the wedding) found a child's adjustable necklace and bracelet, silver links with pearl beads. My back-up plan was Bridal Barbie, but I wasn't thrilled with that idea.

I gave our 3 1/2 year old flower girl 1 book on being in a wedding (found it at a local department store), a coloring book with crayons (so that she would have something to do during the rehearsal dinner while the rest of us were talking), a cheap gold cross necklace and a white bride teddybear.
As for what your sister thinks, don't worry too much about it. Concentrate more on what you think those 2 little girls will like.

When I was a flower girl in my aunt's wedding (I think I was 6 or 7), she gave me an add-a-pearl neckace - it's a gold chain with about 3 pearls on it, and then you add pearls on birthdays or important occasions. My parents and grandparents added pearls every year, and I wore it on my wedding day as a full strand of pearls. It was one of the best presents I've ever received.

We had two six-year-old flower girls. We gave each of them a sterling silver brush/comb/mirror set, and the mirror had the girl's name engraved on it in fancy script.

My FH was 5 & my RB was 3. I gave them each a little bag full of smaller gifts. The FG's bag included a couple of coloring books with some crayons, a pair of pink sunglasses, a bracelet, & some sparkly lipgloss/chapstick. The RB's bag had coloring books & crayons, a viewfinder toy, & a puzzle. I mostly tried to pick stuff that they could play with during the reception if they got bored. I didn't see either of them coloring, but I did see my FG prancing around the room with her sunglasses & bracelet on. :D

I got my FG a LL Bean small tote with her name on it and a pink bathrobe from Things Remembered, also with her name on it.
She loved it, and in our video of the rehearsal dinner you can hear her saying "Mommy, it has my name on it!" :D

My FGs were a bit older - I got them a make-up set and necklaces to match the BMs. My FGs were 9 at my wedding.
I think that add-a-pearl necklace is really a cute idea. But, maybe also get them a toy or something - after all they are 5 and 2.

My flower girls were 5,6, and 7 (well...one was the actual FG and the other two were bell ringers at the beginning of the ceremony) For the Actual FG I got her a Jewelry box engraved. And for the other two I got them Silver Bells with their names engraved.
Also...the only children that we had at the wedding were the five that were IN the wedding (we also had two RB's)...so...over the course of the planning I made frequent trips to the $$$ Store. I made baskets for each of the kids and had a special kids table set up. Each basket was actually a sand bucket complete with shovel and rake. It was OVERFILLED with SO MUCH STUFF it kept the kids (and some of the adults) completely occupied for the entire night. The two ideas I had that didn't get done last minunte were to cover the table with butcher paper so they could draw on it...and also I wanted to do a three tier wedding cake for them...made out of Rice Krispie Treats.

We had 2 ring bearers and 1 flower girl who were all under the age of 5. I struggled at first with what to give them, then 2 days before the wedding I found a Build-A-Bear store in SF - It was perfect!
I gave the ringbearers monkeys in tuxedos (get it ;) ) and gave our flower girl a pretty girl bear in a white, flowergirl-esque dress. I think they loved them!
I'll try to find some pics to post.

I had a 14 month old and did the same thing!! I just couldn't think of anything else to get her and knew that this is something she would TOTALLY appreciate when she was a little older. I knew that this is something I would have really loved when I was a little girl.
Here is a pic of the set we found:

For the boys we ended up doing giftcards to Discovery store because they were older and knew they would appreciate spending $$ more than a keepsake of the wedding.

I can't remember for the life of me where I bought it from (I took the pic from my WC planning journal), but found the same (or similar) one here. (http://www.weddingdepot.com/catalog/product_info.php/products_id/499)

Mine were ages 5 and 7. If I remember correctly, I gave them elbow length gloves to wear with their dresses, earrings, tote bags with their names embroidered on them, and a wedding themed coloring book set with crayons.
