It's called a vignette and most portrait places should be able to do them easily--usually as a digital editing effect on the original photo.

I agree in that once the photo is taken they use editing tools to blur the edges and make it sepia or black and white etc.

I think to give it that "look" dressing your chid in "classic" clothes and having a traditional prop (antique chair for example) works best.

I actually wanted to replicate a baby pic of me from the 70's with my son, but never got around to it. It was such a simplistic style back then...oh, the good old days....
