Stretch cord?

I bought a photo bracelet kit to give to DH's grandmother for christmas. I'm trying to put it together, and I'm at the last step : "tie the stretch cord tightly with knots hidden behind one of the photo frames."

Any hints on how to do this? Seems to come loose no matter how tight I try to make it. What's the trick? Thanks!
